The Art of Being a Local Expert in Aviation Program Management 

Since HPM’s inception, understanding what our clients want and how we can use available resources to bring their dynamic projects to fruition has been at the core of what we do. It is crucial to have a comprehensive understanding of regional conditions such as weather, available labor, and permitting processes, and how we can leverage this knowledge to protect our clients from scheduling delays and increased material costs. Leveraging Your Network 

As a local expert, one of the most crucial steps is to develop a strong network of trusted contacts whom you can count on throughout each stage of a project. Before a contract is even signed, HPM conducts a market analysis to determine what the labor pool and resource availability look like in the local region. To begin cultivating market interest early on, we also hold town meetings to identify local and regional contractors. Acting as a mediator between the client and local stakeholders, HPM’s project managers can utilize these pre-qualified contacts during the project lifecycle to keep construction timelines on track. 

Building Trust 

HPM engages in consistent and open communication with a small group of officials at the city and county levels, such as the chief building inspector, fire marshall and the Department of Environmental Management and the US Army Corp of Engineers to discuss the project’s goals and plans. We also build strong, working relationships with the local area district offices of the FAA. By building a rapport with local officials, HPM can get the appropriate person’s attention if an issue arises because a solid foundation of trust in our work has been built over time.

Case Study: Airbus US Manufacturing Facility – Mobile, AL

HPM provided and continues to provide program management services for the development and implementation of the Airbus A320 Final Assembly Line program that began in 2013, the A220 Final Assembly Line beginning in 2018 and the current expansion which started in early 2022 at Brookley Aeroplex in Mobile, Alabama. With its operations office located in multiple countries in Europe, Airbus looked to HPM and our partner Mott MacDonald for our understanding of both U.S. customs and regulations as well as specific nuances of the area of Mobile, including its complex permitting process. HPM took the time to understand the client’s communication style to ensure they understood our messaging and were satisfied with the results we provided them.  

“HPM’s team in Mobile both lives and operates close to the Airbus project, and we had a passion to positively impact the footprint and skyline of our own backyard,” says Foster Veazey, project manager at HPM. “Having this established presence in the same neighborhood that our client was operating in allowed us to use a boots-on-the-ground approach and be by their side throughout every phase of the project.” 

Because HPM is dedicated to providing comprehensive program management services, we can remain flexible to meet our client’s needs as they change and evolve. For the Airbus project, our team had a hard deadline which, if missed, would incur heavy fines for our client. Despite having to work remotely with the Airbus team, due to the COVID-19 pandemic, HPM successfully completed the project ahead of schedule.

Projected growth in the aviation sector means that many companies will remain very active with new construction across the country. Site selection is a major first step for these projects, especially for ground-up initiatives. While airports continue to grow, available land is diminishing. Program managers must look closely at land sources as limitations remain on where new facilities can be located in proximity to runways. Access to nearby labor also remains crucial, especially in the wake of an ongoing labor shortage.  

Like many other industries, aviation is also facing supply chain-related challenges, which have negatively impacted product procurement and pricing. Commodity markets have been hard hit, and large hangars require specialized materials that take longer to secure than typical equipment (a problem even before the pandemic). Some vendors don’t offer pricing commitments until the product is shipped, meaning that closer consideration should be put into contract drafting to protect owners from potentially devastating impacts.  

While lead times have grown and prices have risen, permitting has also become more complex. In some markets, it now can take over a year to obtain the approvals needed, causing yet another hurdle for owners to navigate in the initial stages and underscoring the need for a program manager who understands the complexities of these regulations and how to mitigate the impacts. 

These headwinds make clear the importance of preplanning and coordination between design and construction teams — which is right where our specialty lies. We take the reins to minimize uncertainty and put owners at ease with the trajectory of their project plans.

HPM’s Andi Sims Elected to Board of Directors for International Aviation Women’s Association

HPM is in the business of leading. Sometimes our very own business leaders are pursued in leadership roles not just within our company, but also locally in our communities. And as for HPM’s Andi Sims, given leadership opportunities with a global impact.

Andi Sims, HPM’s Vice President of Marketing, has been appointed to the International Aviation Women’s Association (IAWA) Board of Directors as the organization’s Vice President of Membership.

A Homewood resident and Samford University graduate, Sims has nearly three decades of experience as a marketing and business development professional, and in her role at HPM has worked as a consultant for aviation clients such as Airbus, FedEx and Boom Supersonic.

Now, Sims is bringing her invaluable experience beyond Alabama and to IAWA, a global organization with a mission rooted in cultivating and advancing women leaders in the aviation and aerospace industry.

“As women continue achieving more visible roles, providing a platform to share views and connect with other leaders is incredibly important. I look forward to further elevating women in the industry and equipping them with the tools they need to develop their careers and become leaders.”

Founded in 1988, IAWA’s worldwide network is comprised of over 3,300 female executives representing nearly 300 major companies across 36 countries in fields such as commercial aviation, engineering, space and more. IAWA hosts informational meetings and global conferences and provides scholarships to the next generation of leaders.

Sims has previously served on IAWA’s communications committee and recently spearheaded a search committee for the organization’s new association management company. In her new role on the IAWA Board of Directors, Sims heads up the membership committee which reviews and approves applications for IAWA membership. In addition, she facilitates IAWA’s communications strategic task force.

“I am truly humbled and honored to be selected for the IAWA Board of Directors, which boasts among its membership some of the brightest minds in the aviation and aerospace industries,” said Sims.

A veteran of working with global companies, Sims plays a dual role in business development and marketing for HPM. She oversees efforts to enhance the company’s image among audiences and markets while ensuring that key client objectives for capital building programs and projects are achieved.

One success story that resulted from thorough program development is HPM’s work with Airbus to build the A320 Final Assembly Line in Mobile, Alabama in 2015. The aerospace giant deemed HPM “the local experts” because of our knowledge of the community, laws and regulations, and relationships cultivated with local contractors. HPM completed the A320 project four months early and nearly seven percent below budget.

Program development is woven into the fabric of our company and has existed within our values before the services were even defined. Our program development teams and services have strengthened relationships, created strategy and added value to each project they have helped manage. Built on this foundation, HPM has currently begun to expand program development services at a broader pace and scale to both existing and potential clients.

As new geographies and potential clients are pursued, the role of program development is the marrying of our skills and client needs. As we build relationships with our clients, we can together discuss what their project opportunities are and create a plan that adds the most value to their project.

For our existing clients, the main objective of program development is to provide our clients with the consistency of our leadership, quality, and care. As clients complete projects and their needs change, our goal is to have an integrated approach of pursuing potential opportunities into longer-standing programs and adding value to our clients beyond initial projects.

For example, one of our clients in the education sector simply reached out to HPM for a second opinion on their project. But by engaging in our program development services, we then began long-range planning. HPM provided support and assistance in how to plan for potential growth and expansion 10 years down the road. Because of this strategic planning, this client doesn’t have to worry about outgrown facilities or quick fixes but can operate in confidence while looking forward into the future of the school system.

HPM also recently hired Derek McSween, a respected industry veteran, as our first Senior Program Development Manager to coincide with the efforts of expanding program development services. McSween has more than 30 years of technical skills as well as 18 years of experience in program management. His industry experience provides a unique balance of knowledge of how project is to actually be built and how a program is to be run.

Key Trends to Watch in the Aviation Industry

Happy National Aviation Week! National Aviation Week (August 19-23) celebrates the legacy of aviation and is intended to increase awareness, knowledge, and appreciation of the industry. The week commemorates the birthday of Orville Wright – who, alongside his brother Wilbur Wright, is credited for producing the world’s first successful airplane.

Due to HPM’s experience with major players in the industry, the firm is on the forefront of innovation, and has outlined the following key trends to watch:

  • Investment in facilities: Over the last several decades, enplanement (the number of passengers flying) has doubled every ten years. As a result, the industry continues to see significant investment in airport facilities, with millions of dollars in upgrades being made to parking areas, amenities and more. Airports are seeking to centralize business, improve the experience and create mini cities so that frequent flyers have everything they need to work, shop, dine and live in one place.

  • Mobility & Technology: By 2030, 60% of the Earth’s population is projected to live in urban neighborhoods, causing increased congestion on roads and major thoroughfares. Because of this, airspace is the new frontier for travel. In the future, city commuters could have the option to board the CityAirbus to travel through urban airspace. Expect to see demand for UAVs rise as industries such as farming, construction, law enforcement and film continue to invest in drone technology and develop new uses for operations.

  • Efficiency: The A320 has emerged as the darling of the industry. As airlines brace for a period of global economic uncertainty, right-sizing aircrafts is a priority. And, as intra-regional routes are expected to grow, airlines are refreshing their aging fleets with more cost-efficient, fuel-efficient and smaller aircrafts. Lightweight carbon fiber and composite materials are becoming a preferred alternative to previously used metals such as steel and iron. Manufacturers are seeing cost-savings in maintenance and replacement costs of carbon fiber components. In addition, the introduction of battery technology will result in hybrid engines – exactly how it’s used in automobiles today – allowing for more sustainable, efficient and quieter air travel.

A tight labor market and ever-evolving technology means aviation capital projects are becoming significantly more complicated, leading to a full-scale sprint among competitors to quickly identify and secure outsourced talent. Significant cost-savings from reduced change orders and overruns are further fueling the program management boom as more aerospace companies recognize the value third-party providers deliver.
