The City of Denton: A Project Controls Partnership in Progress

September 2, 2025

The City of Denton, Texas is one of the fastest-growing communities in the Dallas-Fort Worth metro area. With its welcoming neighborhoods, proximity to major cities, and a thriving culture, many families and businesses are choosing Denton as the place to plant roots.

As the city continues to grow, leaders have remained focused on creating high-quality facilities that not only meet today’s needs but also anticipate the demands of tomorrow.

To achieve these ambitious goals, the City partnered with HPM to bring clarity, strategy, and value to its capital improvement projects. Denton has already added several projects to its community including a new fire station opened last summer, a police substation, a police headquarters renovation, and more. HPM Assistant Project Manager Bella Perry sat down to provide insight on Denton, its goals and how they are continuing to strategize with our teams to build facilities that will increase quality of life for their citizens.

Driving Value Through Project Controls

One of the most impactful ways HPM has supported Denton is through extensive project controls services, including detailed management of financial, scheduling, compliance, and more. This meticulous approach has already delivered more than $4 million in added value for the City.

Beyond cost savings, HPM also advises on contract management and design development—ensuring each project is positioned for long-term success. By bringing consistency, transparency, and accountability into every phase, our team helps Denton maximize value while safeguarding quality.

Navigating Growth and Complexity

As one of the fastest-growing cities in Texas, Denton faces a unique set of challenges. One of the most consistent complexities has been balancing the City’s long-term vision with evolving short-term needs. Population growth and increased demand for public services require the City to think strategically, but also to stay flexible.

HPM has helped the City plan for and overcome these challenges by staying flexible, anticipating potential roadblocks early, and creating clear action plans with built-in contingencies.

“By doing this, we’ve kept projects moving forward while upholding quality and trust throughout every phase,” Perry said.

Building Trust Through Partnership

At the heart of this partnership is trust. HPM has been incredibly successful building relationship and trust with the City of Denton. We serve as a consistent and reliable partner throughout every phase of the project – from concept to closeout. Our proactive communication strategies keep stakeholders informed and engaged, while early alignment of goals ensures that expectations, timelines, and budgets remain clear throughout the process.

This solution-oriented, detail-focused approach has not only strengthened relationships with City leadership but also reinforced a culture of collaboration that benefits the entire community.

Looking Ahead: Projects on the Horizon

The partnership continues with several exciting projects on the horizon. Denton Fire Stations 5 and 6 are preparing for upcoming groundbreaking ceremonies, while the Denton Solid Waste facility is scheduled for final completion in February 2026. Each project represents the City’s ongoing investment in creating safe, efficient, and sustainable infrastructure for its residents.

The Reward of Impact

For the HPM team, the most rewarding aspect of working with Denton is seeing projects transform from concept to completion—knowing they directly serve the needs of the City and its citizens. As HPM Assistant Project Manager Bella Perry notes, “Seeing a project move from concept to closeout that serves the City’s needs is incredibly meaningful, especially knowing I had a part in aligning it with the City’s goals and the resident’s needs. We have a great team at the City that has a commitment to collaboration and communication across all phases.”
