Frank Marsac

As Senior Vice President of Operations, Frank Marsac is responsible for coordination and oversight of all strategy, planning and execution for HPM clients’ projects. He ensures that his team conducts constructability reviews and risk assessments at various intervals during the design and construction process, maximizes participation during the bid or negotiation phase, monitors the contractor’s compliance with the plans, specifications, schedule and other contract documents and minimizes impact to the client during the construction phase. His team oversees logistics, observes safety and quality for each project and works with the entire team to ensure seamless and timely communication.

Frank started in the construction industry in 1979 and quickly moved from Carpenter to Layout Engineer. He was promoted to Superintendent at age 28 and has been involved in construction supervision ever since. While working as a superintendent, he earned a civil engineering degree summa cum laude from the University of Alabama at Birmingham (UAB). With 20 years in the construction industry already, Frank joined Hoar Construction in 1999 as a superintendent and began working with HPM in 2008 as a senior field coordinator. He led a team of project managers and field coordinators at The University of Alabama for several years before being promoted to Director of Field Operations. As HPM’s Vice President of Operations, he was HPM’s lead on the Alabama Department of Corrections program during the planning phase. He has been essential in leading projects to successful completion while grounding the team in the areas of safety, quality, communication, schedule/budget adherence and efficiency.
