For some of our clients, this may mean managing an already-established capital program. For other clients, it could mean overseeing a project from site selection through owner occupancy. No matter the scope of our involvement, our reason for being is to lead our clients to success and our industry to a new standard of excellence.

Our story began back in 1940 when Friend Reed (F.R.) Hoar founded the F.R. Hoar Construction Company in Birmingham, Alabama. Over the next seven decades, Hoar Construction grew from building churches to one of the preeminent builders in the Southeast. Among its innovative accomplishments are the first enclosed mall in the Southeast, the first office park in the United States and the first construction company to fully integrate iPads on jobsites.

In the 1990s, Rob Burton, CEO of Hoar Construction at the time, was having lunch with his daughter at her elementary school. He was surprised to discover an active jobsite, with students stepping over construction materials and walking under ladders in the hallways. Rob knew that jobsites could be managed better and could be more efficient and effective for the owner if they had an advocate during the entire process. HPM’s President at the time, Mike Lanier, who was also with Hoar Construction at the time, was offering his clients services beyond those of traditional contractors. He’d show clients processes to improve safety on a jobsite or share methods to better manage the schedule and budget. Mike provided this advice to his clients not only because they needed this guidance, but simply because it was the right thing to do.

As Hoar Construction continued to grow, Mike and Rob recognized a distinct need in the market for a company focused solely on guiding clients through the entire construction process. Not a construction company, but a company dedicated to leading clients to success by managing all the intricacies of their construction projects. In 1997, Hoar Program Management (HPM) was founded to do just that. From the beginning, HPM sought to act as true advocates to its clients. Instead of clients worrying about the myriad details, we packaged our expertise in everything from architecture and building science to engineering and accounting. By putting our expertise to work, we were able to help owners complete their projects faster – and at a better price – than had they managed the entire process on their own.

Throughout the decades, HPM has become the leader in program management. Starting our work primarily with school districts, we quickly expanded our portfolio into manufacturing, healthcare, higher education, corporate and city and county government work. Today, from our offices across the South, we manage more than a billion dollars in construction volume a year from coast to coast. No matter our size, however, our goal is to make each client feel like our only client. By doing this and by allowing our core values to guide our actions, we endeavor each and every day to set the standard for our entire industry to follow.

We were born from builders and grew up in construction. Yet, program management is all we do. As a result of this background and dedication, we create better, more successful results for our clients.
